史蒂芬·菲茨杰拉德，一九三八年出生于澳大利亚。中学毕业后进入塔斯曼尼亚大学（University of Tasmania）获文学士学位。一九六九年又考获澳洲国立大学（Australian National University）哲学博士学位。论文是：“Overseas Chinese affairs of the People's Republic of China”。
菲茨杰拉德博士于一九六一年至一九六六年在澳洲外交部任职，一九六六年至一九六九年在澳洲国立大学太平洋研究所担任研究员，一九六九年至一九七三年担任高级研究员。一九七三年至一九七六年出任澳洲驻中华人民共和国首任大使，同时也担任韩国大使。一九七七年回返学术界，出任澳洲国立大学太平洋研究所远东史教授兼当代中国中心主任。一九七八年起弃学从商，创立“史蒂芬·菲茨杰拉德私人有限公司”并任董事主席，从事澳洲人民投资亚洲，尤其是中国的咨询工作。
菲茨杰拉德教授，一生从事中国历史的研究，他能说流利的华语，是澳洲研究中国关系史的权威。他不但是一位学者、大使、也是商人。他曾担任过亚洲移民澳洲委员会主席，并提出了“史蒂芬·菲茨杰拉德”移民报告书（Fitzgerald Report on immigration）。他也是亚洲学生留学澳洲委员会主席，并提出报告书（National strategy for Asian studies）。这两份报告书对亚洲移民和亚洲学生留学澳洲有深远的影响。一九八四年，澳洲麦夸里大学（McQuarie University）和塔斯曼尼亚大学（University of Tasmania）颁发荣誉文学博士给他以表扬他对澳洲社会和教育的贡献。一九九零年起担任澳洲南威尔斯大学亚－澳研究所所长（Asia-Australia Institute, University of New South Wales）。
他的著述甚丰，已出版的专著有“China and the Overseas Chinese”和“Talking with China”等十多种。一九九九年七月他应新加坡国立大学东南亚研究所（East Asian Institute, National University of Singapore）之邀前来出席“吴庆瑞现代中国”第三次讲座。讲题是：“East view-west view divining the Chinese business environment”。
